Eligibility

Are you the kind of skilled worker Manitoba needs?

To qualify to apply to our program, you must be a skilled worker who can make an immediate economic contribution to the Province of Manitoba.

A skilled worker has specialized education, training and work experience in their occupation. In Manitoba, skilled workers can receive excellent salaries and benefits.

There are two pathways to Manitoba
  • Skilled Workers in Manitoba
Applications are accepted from qualified temporary foreign workers and international student graduates who are currently working in Manitoba and have been offered a permanent job with their Manitoba employer.
  • Skilled Workers Overseas
Applications are accepted from qualified skilled workers who can demonstrate a strong connection to the province through family or friends, past education or employment, or by invitation of the MPNP, and be assessed sufficient points for five eligibility factors – age, English proficiency, work experience, education and adaptability.

Who cannot apply to the MPNP?

The following are NOT eligible to submit an application to the MPNP:

  • Refugee claimants, or individuals involved in a federal appeal or removal process
  • Live-in Caregivers currently living in Canada
  • Temporary foreign workers currently working and residing in a province other than Manitoba
  • Spouses of Canadian citizens or permanent residents
  • Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal
  • Individuals who have an active immigration application with any other provincial immigration program in Canada

Farm Owner and Operator Category

This category is for those who’d like to move to Saskatchewan and who:

  • Have proven experience in farming;
  • Have considerable capital (money, assets) to invest in a farming operation; and
  • Plan to buy and run a farm in Saskatchewan.

1. Guidance
If you're interested in applying in this category, contact us to learn more about what you'll need to qualify for the program. We'll also connect you to officials from Saskatchewan Agriculture--Food and Rural Revitalization. They can advise you on the type of farming operation you plan to operate here.

  • Please note this category is strictly for business in primary agricultural production (crops and livestock). If you’re interested in agri-business operations, you may qualify under the SINP Entrepreneur Category.
See the Saskatchewan Farm Land Security Board to learn more about farm ownership legislation.

2. Eligibility
To be approved for nomination in this category, you’ll need all of the following:

  • Available Equity: You’ll have to provide financial documents that show a net worth of $500,000 (CAD).
  • Refundable Cash Deposit: You must sign a Performance Agreement. By doing this, you’ll be committing to purchase and actively operating a farm operation in Saskatchewan. You’ll also need to make a "good faith" deposit of $75,000 (CAD) in trust. The cash deposit will be returned to you when you’ve met the terms of the Performance Agreement. If you don’t meet the terms within two years of landing in Saskatchewan, the deposit will be forfeited to the Province.
  • Mandatory visit to Saskatchewan: You’ll need to make a comprehensive exploratory visit to Saskatchewan for no less than five working days. You must meet with an SINP representative on your visit.
  • Farm operation knowledge and experience: You’ll need to provide documentation (e.g. education and training, work experience, financial documents of your previous operations) that demonstrates you’re an experienced farm operator. If necessary, we may verify this information further through an interview when you are in Saskatchewan.
  • A practical, well-thought-out proposal for a commercial Saskatchewan farming opportunity. (See Important Terms: Farm Proposal Viability).

The program criteria can change at any time, but we'll use what was on this website when we received your complete application.

The federal government sets the amount of nominations the SINP can make every year. The SINP also has a maximum number of application thresholds for each year. No application is guaranteed to be accepted and/or nominated.

Program Eligibility

The Manitoba Provincial Nominee Program (MPNP) is a provincial immigration program made possible through the Canada-Manitoba Immigration Agreement. It allows the Government of Manitoba to recruit and nominate immigrants who are best suited to contribute to Manitoba’s economy. Applicants nominated by Manitoba should receive favourable and prompt consideration from Immigration, Refugees and Citizenship Canada (IRCC) as long as they comply with IRCC’s statutory requirements, submit bona fide documents, and have a genuine intention to reside in Manitoba.

There are two immigration streams under the MPNP. One is for skilled workers and the other is for business investors. This application kit contains information for applicants to the Business stream. Instructions for completing your application are included in this kit; however, forms are also available for downloading here.

The PNP-B will only nominate individuals who intend to reside in Manitoba with their dependent family members, make an investment into a new or existing business and assume an active managerial role in that business. Individuals who do not meet all program requirements are encouraged to explore other provincial and federal immigration programs.

PNP-B officers assess applications based on eligibility requirements and selection factors. Applicants must meet the eligibility requirements. However, applicants should also be aware that meeting the minimum eligibility requirements does not guarantee nomination. Priority is given to the applicants who have the greatest potential to become economically established in Manitoba. Applicants are strongly encouraged to review the entirety of this application kit. Do not submit this application kit unless you have been invited to apply either through the Expression of Interest (EOI) process or directly by the PNP-B. Applications received by individuals who have not been invited to apply will be returned unprocessed.

A decision to nominate does not guarantee the issuance of a Permanent Resident (PR) Visa. IRCC retains the final authority in the issuance of all visas. IRCC will review the file, conduct security and health checks, and may request an interview. Moreover, your nomination may be withdrawn by the PNP-B at any time prior to the issuance of a PR Visa. Reasons for the withdrawal of a Nomination Certificate include, but are not limited to:

  • The PNP-B is no longer satisfied that you meet the requirements under which you were nominated.
  • A material fact related to your application was misrepresented or withheld.
  • The PNP-B is no longer satisfied that you intend to reside in Manitoba.

Nominated applicants will be required to submit a good-faith deposit in the amount of CDN $100,000. This deposit is refundable to applicants, without interest, once they have met the terms and conditions of their Deposit Agreement. Prior to landing as a PR, an applicant who withdraws his/her application will be refunded his/her deposit.

Note. if your intention is to establish a primary production farming operation, you are not eligible to apply through this regular business stream of the Provincial Nominee Program for Business (PNP-B). You must apply through the Farm Strategic Recruitment Initiative (FSRI) which is a special initiative of the PNP-B for farm business applicants.
