Application for Nomination

To qualify for nomination, you and your immediate family must be residing in Saskatchewan and you must meet the terms of your BPA, including:

  • Transferring the required funds to Canada;
  • Maintaining legal status in Canada; and
  • Operating your business in accordance with your BPA for at least six months before requesting nomination.

To ensure you maintain legal status in Canada, you're encouraged to have at least six months remaining on your TWP when you apply for nomination. You're responsible for maintaining your legal status in Canada in line with the Immigration and Refugee Protection Act (IRPA).

  • Once you've fulfilled your BPA and operated your business for at least six months you'll be eligible to apply to the SINP for nomination.
  • The SINP will assess your application for nomination and advise you of the outcome. You'll be assessed upon your compliance with your BPA and any other criteria in place at the time you started your application process.
  • Submit your application for nomination electronically, using the SINP online system. See Nomination Request – Required Documents for the list of documents you'll need to provide.
  • If approved for nomination the SINP will:
    • Send a nomination certificate to IRCC; and,
    • Send a nomination letter to you explaining how to send your permanent residency application to the IRCC Centralized Intake Office (CIO).

Application for Permanent Residence

Once you’ve successfully completed all three steps above, you may apply for permanent residency. To gain permanent residence status, you must apply to IRCC with your SINP nomination.

You must also:

  • Ensure you maintain your legal status in Canada; and
  • Have a valid TWP while you are waiting for IRCC to process your permanent residence application.

IRCC considers your application after it receives the nomination certificate from the SINP, and is responsible for assessing each nominee's eligibility for Permanent Residence. It completes health, security and criminality reviews. It may also ask for any other information it thinks is needed, at any time during the application process. After all these reviews, if approved, IRCC will issue visas to you and your family members, as applicable.

  • The SINP is not responsible for IRCC's decision to grant or deny Permanent Residence status.

The Application Process

 

Business Immigration.

Step 1. Submit an Expression of Interest (EOI) through the online system

  • Please go to the Expression of Interest page for more information on submitting your EOI.

Step 2. Submit your Nomination Application if your receive a Letter of Advice to Apply (LAA) from the PNP-B Click to open for the content

  • Once you have been advised to apply to the PNP-B, you should submit your complete Nomination Application together with all supporting documents and the application processing fee of CDN $2,500. The Letter of Advice to Apply will provide you with detailed information about the forms to be used and the supporting documents to be enclosed with the application. The fee must be paid in Canadian Dollars to the Manitoba Development Corporation.
  • You must be aware that not all individuals who are invited to apply will necessarily receive a Nomination Certificate from the PNP-B or a Permanent Resident Visa. The Nomination Application will be assessed according to PNP-B criteria. If your Nomination Application or Permanent Resident Visa application is refused you will not be refunded your application processing fee.

Step 3. Assessment of the Nomination Application

  • If you have received a Letter of Advice to Apply (LAA), you must submit your completed Nomination Application along with copies of all required documents and the CDN $2500 application processing fee within 60 days from the date of issuance of the LAA. Applications received after 60 days will be returned unprocessed. Once a complete Nomination Application has been received, a confirmation letter with processing times will be provided.

Step 4. Complete a Deposit Agreement

  • If you are approved for nomination, you will be instructed to sign a Deposit Agreement and send a deposit of CDN $100,000 to the Government of Manitoba.

Step 5. Submit an Application for Permanent Residence to the IRCC Central Intake Office (CIO) in Sydney, Nova Scotia, Canada

  • Upon receipt of a signed Deposit Agreement and deposit of CDN $100,000, you will be instructed to submit your original application to the Central Intake Office in Sydney, Nova Scotia, Canada. The PNP-B will send a Nomination Certificate directly to that office indicating that you have been nominated by the PNP-B. Upon further screening, the CIO will forward the application to a designated Canadian Visa Office abroad that will provide instructions on medical examinations, security clearances and, upon favourable results, issue the Permenant Residence Visa.

Step 6. Immigrate to Manitoba

  • Upon arriving in Manitoba as a Permanent Resident, it is mandatory that you contact the Business Immigration and Investment Branch within 30 days to schedule an appointment to meet with a Business Settlement Officer.

Step 7. Establish your Eligible Business and Request a Refund of Deposit

  • An applicant must establish his/her business and fulfill the investment requirements as outlined in his/her Deposit Agreement within two years of landing. Once the investment in the business area he/she proposed has been verified, the CDN $100,000 Cash Deposit will be returned to the applicant without interest.

 

To Apply to the PNP-B, the Applicant must:

  • Complete the forms. Before starting, carefully read the detailed instructions for completing the forms. Please refer to our Document Checklist which has complete details of the forms and documents required to be enclosed with the application.
  • Collect all documents, as outlined in detail in the Document Checklist. It is an applicant’s responsibility to submit all supporting documents. If documents are missing, not translated or unclear, your application may be returned and not assessed. Translated documents must be notarized.
  • Review and organize your completed forms and supporting documents in the same order as set out in the Document Checklist to ensure you have a complete application package.
  • Please collate your pages and secure them with one paper clip.
    • Do not bind your application or put the pages in a ring binder.
    • Do not enclose individual pages in plastic, envelopes or folders.
    • Do not tie, sew, bolt or glue the pages together.
    • Only staple documents together which have multiple pages.
    • Do not send multiple copies of identical documents.
    • Do not send booklets, brochures or leaflets with your application that were collected during an Exploratory Visit.
  • Assemble all your completed forms and supporting documents and attach the labels from the Document Checklist Tag Sheet.
  • Submit your completed application package. (DO NOT FAX or E-MAIL APPLICATION PACKAGE.)

  • The Nomination Application will be reviewed and you will be contacted by letter, fax or electronic mail (e-mail) with the results. Further clarification and/or documentation may be requested.
  • Decisions on applications are final. There is no appeal process. However, this does not preclude applicants from applying again after one year (or two years for cases of misrepresentation), provided the reasons for refusal of the initial application have been addressed.

If your Application for Nomination is approved by Manitoba, you will be required to make a good-faith deposit of CDN $100,000 to the Government of Manitoba, and sign a Cash Deposit Agreement guaranteeing that you will live in Manitoba and start or purchase a business in Manitoba within two years of obtaining your Permanent Resident status. The deposit will be refunded without interest when the investment described in the Deposit Agreement is made, the business is operational and the Nominee is actively involved in the operation of the business from within Manitoba.

After the deposit of CDN $100,000 and signed Deposit Agreement is received by Manitoba, you will be provided with instructions on how to submit the appropriate forms, documents and federal processing fees to the Centralized Intake Office – Provincial Nominee Program (PNP) P.O. BOX 1450, Sydney, Nova Scotia, Canada B1P 6K5. (http://www.IRCC.gc.ca/english/information/offices/canada/sydney.asp)

Further instructions will be sent directly to you from the Canadian Visa Office regarding health and security checks. The Canadian Visa Office may require additional documentation at that time. In some cases, you may be required to attend an interview.

Upon arrival in Manitoba, you must contact the Business Settlement Office of the Manitoba Provincial Nominee Program for Business (PNP-B), (Canada 001-204-945-1872), for general settlement support in establishing your business. Once the business has been established, you may request the release of your CDN $100,000 deposit.

At any time during this process, you are encouraged to contact the PNP-B for further information or clarification, or to advise on change in personal situation or contact information.

Manitoba Provincial Nominee Program (MPNP)

In our high-powered economy, skilled workers, tradespeople and professionals are in demand. In fact, the Government of Manitoba projects a labour shortage of over 20,000 skilled workers by 2020.

That’s why Manitoba was the first Canadian province to establish its own immigration program, the Manitoba Provincial Nominee Program (MPNP).

Each year, some 15,000 immigrants arrive in Manitoba. The outcomes for internationally experienced workers who immigrate through the MPNP are positive. According to a recent survey, 85 per cent of Manitoba nominees were working three months after arrival, 76 per cent were homeowners within five years and 95 per cent of families settled permanently in the community.

The Manitoba Provincial Nominee Program (MPNP) seeks skilled workers, businesspeople and their families with the intention and ability to successfully settle and economically establish in Manitoba as permanent residents. Manitoba makes it easy to immigrate and settle in our province.

UNDERSTANDING THE RANKING SYSTEM

By completing an Expression of Interest, you automatically receive a score based on a number of criteria. The highest-scoring candidates in the pool will be invited on a regular basis to provide a full application to the MPNP.

Factor 1: Language Proficiency

Points are based on individual Canadian Language Benchmark (CLB) band scores for Reading Writing, Listening and Speaking. Points awarded based on official test results provided. Those candidates who do not submit valid results of an approved language test do not receive points in this category. To be considered valid, your test must have been taken no more than two years prior to the date you submit your MPNP Online application. Points for the second official language are also based on evidence in form of official test results indicating the candidate scores at least at CLB 5 overall.

Factor 2: Age

Factor 3: Work experience

Points are calculated based on your years of full-time work experience. Your employment is considered full-time if you are working for 30 hours or more each week for the same employer.Only full-time jobs of six months or longer should be included. You should only count full years of work experience you have already completed. Do not round up your work experience (Ex.: If you have gained 7 months of work experience, you would have to answer less than 1).

Additional points for licensing are only awarded to those candidates who are working in professions or trades that require licensing in Manitoba and have completed all necessary steps to be able to seek employment in Manitoba. Evidence of this is required at the time an application is submitted to the MPNP.

Factor 4: Education

Points are calculated based on the highest level of education you completed at a recognized education institution. A completed program is one for which you have met all requirements and received a certificate, diploma or degree.

Factor 5: Adaptability

Adaptability points are calculated based on the type of connection you have to Manitoba. All candidates must have at least one type of connection to our province (Regional Development is considered a supplemental connection factor; points can only be awarded in combination with a Manitoba connection). You cannot be awarded points for more than one connection factor, you will only be scored based on your connection which gives you the highest score. Supplemental points for Regional Development cannot be awarded to candidates whose connection to Manitoba is based on Manitoba Demand. All candidates indicating that they plan to settle outside of Winnipeg MUST at the time of application satisfactorily demonstrate that they have a convincing connection to a region outside of the capital city indicating a strong likelihood that they will make a long-term economic contribution to that region.

Factor 6: Risk Assessment

Ranking points will no longer be deducted if you or your spouse have a close relative living in another Canadian province or if you have a previous immigration application to another province. You are still required to answer these questions. The maximum negative ranking points possible now is -200.

If you have a valid EOI, you do NOT need to create a new one, the points will automatically be adjusted. You can log-in to view your current score and change/update your valid profile at any time if your circumstances change by updating the information in your EOI and hitting re-submit.

Points are calculated based on any connections you or your spouse, if applicable, may have to other parts of Canada.

The MPNP for Skilled Workers is locally driven and based on the needs of Manitoba employers. We select internationally trained and experienced workers who have the skills needed in the local labour market, and nominate them to receive Canadian permanent resident visas to settle and work in Manitoba.
