Foreign worker 프로그램 전면 재검토 시작, 고용 정원 (CAP)은 올 연말까지 20% 유지
연방자유당정부는 외국인 임시 취업프로그램의 현행 정원을 최소한 올 연말까지 유지한다.6월 23일 Maryann Mihychuk 연방노동장관은 “이 프로그램에 대한 전면적인 개편 작업을 진행중”이라며 “올 연말까지 마무리 지을 것”이라고 밝혔다. 지난해 11월 출범한 자유당정부는 직원이 10명 이상된 고용주들은 foreign worker를 고용할 수 있는 CAP 정원을 만들어 처음 LMIA 신청하는 고용주들은 10%로 묶고, 이미 foreign worker를 고용하던 고용주들은 2014년 30%, 2015년 20%, 2016년 7월 1일 부터는 10%로 하향할 계획이었다.
하지만 이와 관련, Mihychuk 장관은 “개편안이 확정되기 전까지 정원을 현행 수준에서 동결하고 추가 규제조치는 취하지 않기로 결정했다”고 설명했다. 따라서 foreign worker를 이미 고용하고 있는 고용주들은 당분간 20%로 CAP 적용을 받게 되었다. 단, 신규로 foreign worker를 채용하는 고용주들은 10% CAP 적용은 그대로 받게 된다. Foreign worker프로그램은 산업현장의 인력난을 덜어주기위해 지난 1973년 처음 도입됐으며 보수당이 집권했던 2006년부터 2014년까지 모두 50여만명이 입국했다.
그러나 당초 기능인력을 유치한다는 취지와 달리 단순직 근로자들이 몰리고 또 일부 고용주들이 임금을 체불하는등 부작용이 일자 보수당정부는 2014년부터 정원 제한 등의 규제 조치를 내렸다. 자유당정부 관계자는 “규제를 더욱 강화하려던 계획을 취소했으나 대상 직종과 자격등에 엄격한 기준을 적용하고 있다며 “”고용주는 외국인 채용에 앞서 캐나다 시민권자, 영주권자에 우선권을 주어야 한다”고 강조했다. 자유당정부가 정원을 추가로 제한하지 않기로 한 것은 대서양 연안주의 수산업과 식품가공업계의 요구를 받아 들였기 때문인 것으로 알려졌다. 식품가공업계측은 “일손이 크게 딸리고 있으나 국내에선 찾기 힘든 상황”이라며 “규제를 모두 풀어달라고 요구했으나 그나마 현행 수준을 유지할 수 있게 된 것도 다행”이라고 전했다.
Canada dilutes plan to limit low-wage temporary foreign workers
OTTAWA, June 23 (Reuters) - Canada's Liberal government on Thursday watered down measures to limit the number of low-wage temporary foreign workers firms can hire after complaints the restrictions would cause major labor shortages.Under rules introduced by the previous Conservative administration, the number of low-skilled foreign workers a firm could employ would have dropped to 10 percent on July 1 from 20 percent currently.Employment Minister MaryAnn Mihychuk said she was freezing the limit at 20 percent for employers who had hired workers before June 20, 2014. Those accessing the system after that date are subject to a 10 percent cap.Mihychuk, who has vowed to revamp the system, told Reuters in April she might push back the July 1 start date, saying it was too ambitious.Farmers and meat processors complained the 10 percent limit would result in labor shortages while unions say the curbs are needed to prevent firms from filling jobs that could otherwise be taken by Canadians.The Liberals loosened foreign-worker restrictions in March for seafood plants.
